COURSE DESCRIPTION

This 3-day course aims to acquaint the safety officers on the pertinent national and international regulations in the port. Various topics or subjects about port safety as well as regulations on ensuring health and well-being of port workers are tackled in the course.

LEARNING OBJECTIVES

During the training, the participants will be able to: 

  1. Review the salient national and international regulations to efficiently and effectively reduce incidents or accidents in the port; and
  2. Explain the current regulations stipulated by the PPA Orange Book pertaining to the safety and health of the port workers.

COURSE DESCRIPTION

This 24-hour course provides general knowledge on the classes, handling, transporting, and storage of dangerous goods in accordance with the IMDG code and other relevant international and local regulations.

  1. Explain the classes and characteristics of dangerous goods, 
  2. Identify proper packaging, marking, and labeling requirements of dangerous goods according to IMDG Code; and 
  3. Explain the procedures in responding to emergency incidents.

COURSE DESCRIPTION

This 24-hour course is designed to provide an overview of the key processes involved in cargo handling activities taking into consideration the characteristics of cargoes. It focuses on general safety precautions when loading and unloading, stowing, and securing cargoes under the provisions of relevant international and local regulations, codes, and standards concerning the safety of cargo handling activities. The course also tackles procedures for safe entry/exit into/from confined spaces and working safely at heights. 
 

LEARNING OBJECTIVES

During the training, the participants will be able to: 

  1. Identify at least 5 hazards that are encountered in cargo handling operations to prevent accidents. 
  2. Apply appropriate storage methods and procedure for a particular cargo to maximize available space and prevent damage to the cargoes. 
  3. Demonstrate safe and systematic approach when working at heights and in confined spaces.

COURSE DESCRIPTION

This thirty-two-hour training on Cargo Rigging and Slinging focuses mainly on the proper selection, maintenance, and demonstration of the best practices in the use of common stevedoring loose gearsIt demonstrates basic inspection techniques, hitch configurations and load–handling safety practices. It covers core competencies such as installing and inspecting rigging gears and assisting crane operator in moving the load. This course also discusses existing regulatory and organizational requirements for occupational health and safety geared towards work performance productivity. 

LEARNING OBJECTIVES

During the training sessions, the trainees should be able to: 

  1. Understand the nature of their work and their working environment. 
  2. Identify the dangers of working in the port terminals and protect themselves from the hazards and risks that go with it. 
  3. Identify and describe the use of slings and common rigging hardware. 
  4. Describe basic inspection techniques and rejection criteria used for slings and rigging hardware. 
  5. Discuss lifting operation, along with the selection, provision, and use of suitable rigging equipment.

This 24-hour training focuses on the cargo checking procedures and provides the participants with a venue for learning the proper identification and verification of the goods received or shipped, and the accurate documentation of necessary information to account for, monitor, and report the movement of cargoes.

During the training, the participants will be able to: 

  1. Describe the flow of inbound and outbound cargoes and the corresponding documents used in cargo checking; 
  2. Identify the methods of tallying cargo; and 
  3. Assess cargo weight and volume to determine space allocation and handling cost.

MODULE 5.  Procedures for Claims of Cargo Damage and Loss 

COURSE DESCRIPTION

Moving heavy loads of cargoes for loading/unloading into/from a vessel, or during the process of transporting goods within the port with the use of heavy equipment poses grave threats to workers’ and passengers’ safety. Accidents involving unsafe forklift operation account for numerous preventable deaths and injuries per year. Many forklift-related accidents are attributed to human error; thus, it is necessary to train equipment operators on how to properly use the safety features of the machines and follow the procedures and regulations for maintaining a safe workplace.

LEARNING OBJECTIVES

During the training, the participants will be able to: 

1. Describe the fundamental components of a forklift;

2. Apply the control measures in reducing identified hazards pursuant to national and international rules, regulations and standards in forklift operations;

COURSE DESCRIPTION

Mobile crane operators perform the crucial task of lifting, moving, positioning, and repositioning cargoes. They perform pre-operational inspections, calculate crane capacities, determine load weight, and set up, position, and stabilize the mobile crane before lifting. These functions are inherent and some of them are considered high-risk tasks that could lead to serious accidents. The causes of these mishaps have been documented, studied, and analyzed and were found to be preventable through effective and responsive training programs. 

Local laws and international conventions require that crane operators be trained, tested, and certified. These laws place a duty on employers to ensure that crane operators are properly trained and certified in operating their assigned equipment. 

The mobile crane operation course will help them acquire the knowledge and skills needed to operate the crane properly and safely. It covers core competencies such as performing pre-and post-operation procedures, operating crane safely, and load-handling operations.

COURSE DESCRIPTION

A systematic approach to maintaining the safety, health, and environment is essential to ensure that both port workers and stakeholders are safe while doing business in ports. The Philippine Ports Authority (PPA), in compliance with the national safety, health, and environmental regulations, developed the PPA Orange Book – which contains the guidelines for identifying hazards, assessing risks, and determining control measures (HIRAC). Safety Officers, as part of their core competencies, must be knowledgeable about HIRAC to efficiently maintain the safety of our ports. Thus, this course is developed to capacitate safety officers and other concerned port personnel with the knowledge and skills needed to perform HIRAC in ports based on the PPA Orange book and other SHE regulations relevant to port operations.

  1. Recognize the common dangers in ports, their causes, and types of accidents in ports based on recent statistical data;  
  2. Discuss the concepts, procedures, and SHE requirements involved in conducting HIRAC; and

COURSE DESCRIPTION

The safety and health of port workers have been a continuing concern of the Philippine Ports Authority (PPA) as it is engaged both in port operations and management and as a government regulatory body over ports under its jurisdiction. The Authority has developed several regulations to ensure that the safety and health of port workers are at all times safeguarded. The PPA Orange Book is a codification of the updated Safety, Health, and Environment (SHE) policies, rules, and regulations following the national issuances and international regulations and standards adopted by the Philippine Government. It comprises three (3) books namely, Book I-Safety and Health in Ports; Book II-Environmental Management in Ports; and Book III-Transport, Storage and Handling of Dangerous Goods in Ports, The PPA Orange Book was created for nationwide application in all ports under the jurisdiction, supervision, and control of the Authority. Further, knowledge and understanding of the PPA Orange Book are essential for the proper implementation of SHE in ports nationwide.
