Orientation on the PPA Orange Book

The safety and health of port workers have been a continuing concern of the Philippine Ports Authority (PPA) as it is engaged both in port operations and management and as a government regulatory body over ports under its jurisdiction. The Authority has developed several regulations to ensure that the safety and health of port workers are at all times safeguarded. The PPA Orange Book is a codification of the updated Safety, Health, and Environment (SHE) policies, rules, and regulations following national issuances and international regulations and standards adopted by the Philippine Government. It comprises three books namely: Book I – Safety and Health in Ports; Book II – Environmental Management in Ports; and Book III – Transport, Storage and Handling of Dangerous Goods in Ports. The PPA Orange Book was created for nationwide application in all ports under the jurisdiction, supervision, and control of the Authority. Further, knowledge and understanding of the PPA Orange Book are essential for the proper implementation of SHE in ports nationwide.

LEARNING OBJECTIVES

• Discuss the minimum requirements for the safety and health of port workers and other port users while inside the port premises.
• Discuss the policies and regulations pertaining to environmental management in ports.
• Explain the requirements for the presence, entry, and movement of dangerous goods (DG) in ports to ensure the general safety of everyone in the port and the protection of the environment.
