Hazards Identification and Risk Assessment and Control (HIRAC) Course
A systematic approach to maintaining safety, health, and the environment is essential to ensure that both port workers and stakeholders are safe while conducting business in ports. The Philippine Ports Authority (PPA), in compliance with national safety, health, and environmental regulations, developed the PPA Orange Book, which contains the guidelines for identifying hazards, assessing risks, and determining control measures (HIRAC). Safety Officers, as part of their core competencies, must be knowledgeable about HIRAC to efficiently maintain the safety of our ports. Thus, this course is designed to capacitate Safety Officers and other concerned port personnel with the knowledge and skills needed to perform HIRAC in ports based on the PPA Orange Book and other SHE regulations relevant to port operations.
LEARNING OBJECTIVES
• Recognize the common dangers in ports, their causes, and types of accidents in ports based on recent statistical data.
• Discuss the concepts, procedures, and SHE requirements involved in conducting HIRAC.
• Perform hazard identification, risk assessment, and determination of controls through activities and workshops.
